Indiana Housing & Community Development Authority (IHCDA)
At IHCDA, we believe that growing Indiana's economy starts at home. Everyone can agree that all Hoosiers should have the opportunity to live in safe, affordable, good-quality housing in economically stable communities. That's the heart of IHCDA's mission. Our charge is to help communities build upon their assets to create places with ready access to opportunities, goods, and services. We also promote, finance, and support a broad range of housing solutions, from temporary shelters to homeownership.

Indiana Energy Assistance Program
The Energy Assistance Program provides financial assistance to low-income households to maintain utility services during the winter heating season. The program is implemented through the Community Action Agencies with outreach offices in every county. These agencies provide intake, application processing and utility vendor payments.
Interested? Please contact the Community Development Representative in your area to learn about the appropriate funds available from the Energy Assistance Program and the technical aspects of submitting the application. A site visit will be completed to assess the ability to meet the requirements. Please review the document below to locate your representative and their contact information.

Food Stamp Assistance
The Food Stamp Program is administered through each state, however 100% of benefits and 50% of administrative costs are federally funded. Federal regulations which govern implementation of the program are developed by the U.S. Department of Agriculture (USDA)’s Food and Nutrition Service. In Indiana, FSSA is responsible for ensuring the federal regulations are initially implemented and consistently applied in each county.
At the USDA’s Food and Nutrition Service, the Food Stamp Program name has been changed to the Supplemental Nutrition Assistance Program (SNAP). Indiana intends on changing the program name from Food Stamps to SNAP in the near future.
